4 b-. r• <br /> 1111 in an effort to develop a program designed to attract and <br /> encourage desirable development in the community, the City <br /> Council evaluated the various options available for an economic <br /> development program and balanced available for an economic <br /> development program and balanced them against the City ' s limited <br /> resources . It was concluded at this time that the City is unable <br /> to employ staff and/or fund programs to market the City and <br /> secure development proposals . In light of these conclusions , the <br /> City ' s Economic Development Program will be restricted to <br /> outlining the types of preferred development and economic <br /> incentives or assistance that would be offered . <br /> As part of the development of this report, the City Council <br /> established goals they wished to have achieved through the <br /> Economic Development process . These goals were : <br /> 1 . Attract development that will create a positive, <br /> image of the community through its general <br /> appearance and operations. <br /> 2 . Attract development to the community that will <br /> neither detract nor divert attention from the <br /> rest of the community. <br /> • 3 . Attract commercial and industrial development <br /> to the community in order to expand the City ' s <br /> tax base and provide balance to the current <br /> predominant residential tax base . <br /> 4 . Encourage development of office and office ware- <br /> house facilities that will attract professionals and <br /> service provides currently not available within <br /> the community. <br /> 5 . Attract development to the community that will <br /> meet all of the previously stated goals and <br /> provide for an increase in the number of jobs <br /> available to the community. <br /> It can be concluded from these goals that the City is most <br /> interested in development providing services to the community <br /> which are not currently available , designed and developed in a <br /> manner so as to be an asset to the community and provide for an <br /> increased tax base, and make available more jobs within the <br /> community. Of course, the City will be responsive to any and all <br /> proposals addressing less than all of these goals , however, at no <br /> time will the City consider accepting a proposal which is not <br /> felt to meet the goal of attracting quality development. <br /> In the area of economic development incentives or assistance, the <br /> • City will consider all reasonable proposals meeting any <br /> pre-establshed guidelines , e .g . Resolution Nos. 1847 and 1848 , <br /> and/or are considered to be in the best interests of the City. <br /> It is not the desire of the City of Mounds View to establish <br /> rigid guidelines that might prohibit or discourage consideration <br /> of proposals having an overall benefit for the community .
