These items are for discussion and no action is needed. <br /> Open Meeting Law: <br /> 0 Since this is a new commission and not all parties are familiar with the required <br /> procedures of public meetings, I thought it may be beneficial to have you review the <br /> Open Meeting Law. The State statute notes the requirements for making all the <br /> materials available to the public and procedures for calling special and emergency <br /> meetings. An interpretation of the law notes that a quorum of commission members <br /> (4 members) are allowed to conduct commission businesses. Therefore, any time <br /> when there are four or more members together the "meeting" must be posted and <br /> made public. <br /> Economic Development Authority Powers: <br /> At the last meeting there was an inquiry regarding acquisition procedures and how <br /> long the City, or in this case EDA, could own property without making any <br /> improvements to the vacant land and/or building. <br /> The attachment outlines the powers of an EDA which allows a broad scope of <br /> possibilities, including acquisition. This does not specifically address the above <br /> question but prior to the meeting I will consult the City's attorney and bring the <br /> information to the meeting. <br /> In addition, I have been trading phone calls with the broker for the vacant gas station <br /> • site on Highway 10. Hopefully I will have more information regarding the property <br /> prior to the meeting. <br />
