In order to develop a plan for the inducement of Commercial and • <br /> Industrial Development in Mounds View, a determination of the <br /> type of development needed or desired must be made . Upon <br /> reviewing Chapters 1 and 2 of this report, the Mounds View City <br /> Council reached certain conclusions as to how best the remaining <br /> land should be developed . <br /> As a first step in this process , the Council reached an agreement <br /> on what issues were most important to the City as a whole, e .g . , <br /> increased employment, increased tax base , architecturally and <br /> aesthetically pleasing buildings, etc . The results of this <br /> discussion were as follows , <br /> 1 . Goal : Improve City ' s Physical Image <br /> Objective : Attract development that will create a <br /> positive image of the community through <br /> its general appearance . Undertake a <br /> community-wide effort to present a <br /> positive image of Mounds View by pre- <br /> senting a good outward appearance and <br /> operations . <br /> 2 . Goal : Promote positive assets of the community; <br /> improve on the negative . <br /> Objective : Undertake an effort to promote Mounds • <br /> View by emphasizing the positive assets <br /> of the community and develop a program to <br /> improve on those felt to create a negative <br /> image . <br /> 3 . Goal : Establish Parks Maintenance Program (Parks <br /> Maintenance and Capital Improvement Plan ) <br /> Objective : Develop a Plan for the Maintenance and <br /> Capital Improvement of Parks and Park <br /> Facilities and establish a program to <br /> fund 'the work layed out by the Plan . <br /> 4 . Goal : Premium quality development compatible with <br /> the City' s current environment. <br /> Objective : Attract development to the community which <br /> will neither detract from nor divert <br /> attention from the rest of the community. <br /> 5 . Goal : Expand/Balance Tax Base <br /> Objective : Attract Commericial and Industrial <br /> development to the community in order to <br /> expand the City ' s tax base and provide • <br /> balance to the current predominant <br /> residential tax base . <br /> 3-1 <br />
