In order to develop a plan for the inducement of Commercial and • Industrial Development in Mounds View, a determination of the type of development needed or desired must be made . Upon reviewing Chapters 1 and 2 of this report, the Mounds View City Council reached certain conclusions as to how best the remaining land should be developed . As a first step in this process , the Council reached an agreement on what issues were most important to the City as a whole, e .g . , increased employment, increased tax base , architecturally and aesthetically pleasing buildings, etc . The results of this discussion were as follows , 1 . Goal : Improve City ' s Physical Image Objective : Attract development that will create a positive image of the community through its general appearance . Undertake a community-wide effort to present a positive image of Mounds View by pre- senting a good outward appearance and operations . 2 . Goal : Promote positive assets of the community; improve on the negative . Objective : Undertake an effort to promote Mounds • View by emphasizing the positive assets of the community and develop a program to improve on those felt to create a negative image . 3 . Goal : Establish Parks Maintenance Program (Parks Maintenance and Capital Improvement Plan ) Objective : Develop a Plan for the Maintenance and Capital Improvement of Parks and Park Facilities and establish a program to fund 'the work layed out by the Plan . 4 . Goal : Premium quality development compatible with the City' s current environment. Objective : Attract development to the community which will neither detract from nor divert attention from the rest of the community. 5 . Goal : Expand/Balance Tax Base Objective : Attract Commericial and Industrial development to the community in order to expand the City ' s tax base and provide • balance to the current predominant residential tax base . 3-1
