( See Appendix D. ) The staf- <br /> fing ratio for Mounds View ' s police department is . 95 <br /> police officers per 1000 population or 55% of the <br /> regional standard . However , these standards were <br /> developed in the 1970 ' s prior to the extensive bud- <br /> get cutting and staff reductions of local governments <br /> in the last few years . Since regional data is used , <br /> it must be noted that local realities may vary signif- <br /> icantly from the standard . <br /> b . Per Capita Multiplier - projection of expected muni- <br /> cipal costs based on current proportion of expendi- <br /> tures assigned to residential use . Considered by <br /> some to be more accurate due CO the use of local data, <br /> rather than regional information . ( See Appendix E. ) <br /> The per capita multiplier method relies on detailed <br /> demographic data by housing type and the average <br /> costs per person/ pupil of municipal and school dis- <br /> trict expenses in order to project an annual cost of <br /> service assignable to growth. <br /> c . Current Expense per Resident - calculation of current <br /> municipal - costs per resident pr-ojected on new pop- <br /> ulation . ( See Appendix F. ) <br /> Table 3 details the costs of municipal services projected <br /> by these three methods .
