Staff Memo
To: Economic Development Commission Members
From: Cathy Bennett, Economic Development Coordinator
Date: October 20, 1994
Agenda Item: Consideration of Highway 10 Redevelopment Vision and
5a. & 5b. Action Steps.
This item was tabled in September due to the absence of several commission
members. Since the redevelopment of highway 10 was a high priority in the Focus
2000 report, the Commission felt it is critical to have the vision statement and action
steps developed by all of the members.
As noted in last months staff report, the goal in the Focus 2000 report was as follows:
Create a plan to redevelop Highway 10 into a community oriented boulevard.
The vision statement will be used as a guideline for the Commission when preparing
the redevelopment plan for highway 10. A vision statement is futuristic in nature. In
other words, in the perfect world, what does the community want Highway 10 to
develop into? What will its purpose be to the community? A vision statement is not
always met but rather it is something to aspire to. Keep in mind that in a community
with varying interest not everyone is going to be completely satisfied with the
development of the plan.
To develop the vision statement the goal and action steps that were developed by
Focus 2000 need to be reviewed. In your last packet I included the Focus 2000
Implementation Plan for your review. Highway 10 is addressed on page 16 under
Goal #7. In addition, I have included sections that address Highway 10 from the
1979 Mounds View Comprehensive Plan.
We will collectively develop a vision statement at the Commission meeting. The draft
vision statement will be presented to the EDA at the next work session and, after
• consensus, accepted at the regular EDA meeting November 14, 1994.
