GENERAL USES <br /> 1 . Adopt specific regulations which will protect environmentally sensitive <br /> areas within the community from encroachment by development. <br /> RESIDENTIAL USES <br /> 1 . Ensure the maintenance of a high quality environment for single family resi- <br /> dential neighborhoods by encouraging medium density residential housing to <br /> provide a transition between these neighborhoods and existing and potential <br /> high density apartment type development. <br /> 2 . Where possible, encourage transitional density residential housing under the <br /> Planned Unit Development (PUD) provisions in the Zoning Ordinance . <br /> 3 . Limit additional high density residential development in areas other than <br /> the City Center. <br /> 4. Undertake all new larger scale residential developments on a planned unit <br /> basis. <br /> 5. Provide updated housing program availability information to the residents of <br /> the community through the City Newsletter, other local news media and the <br /> City Administrative offices. <br /> 6. Establish a housing maintenance program to ensure the preservation of a <br /> quality residential environment. <br /> 7. Continue to participate in Metropolitan Council Housing and Redevelopment <br /> Authority to facilitate and direct redevelopment. Investigate the feasibility <br /> of establishing a Scattered Site Redevelopment Program. <br /> 8 . Strictly enforce development standards for all use types to ensure that a <br /> quality environment is created in each planning and development district. <br /> 9. Work as closely as possible with the MAC in development of an Operations <br /> Plan which will minimize noise impact upon the City. <br /> COMMERCIAL USES <br /> • <br /> 1 . Establish a City Center which incorporates a mix of commercial , public, <br /> medium and high density residential and open space uses to serve as the <br /> central identifying focal point for the community. <br /> • <br />
