Some of the <br /> design elements for this access are not yet complete so an access permit from Mn/DOT <br /> has not yet been issued. According to the developer, approval also has been obtained <br /> from Ramsey County for the access on Sever Lake Drive. <br /> Super America Stan=at County iloadX&T$. 10 <br /> Located in the southweet corner atm TA 10/CR.I intersection, this development has <br /> a right turn in only access on T.H. 10. This access is spaced approximately 230 feet <br /> south of CR.L(edge to edge) The Super America station shares this T.H. 10 access with <br /> a small commercial center to the south of the station. This access was granted in 1989. <br /> No right turn lane is provided; motorists use the shoulder area to turn from T.H. 10 into <br /> the site. <br /> Mn/DOTAccess Swing Guidelines <br /> Mn/DOT'a policies regarding spacing of direct zooms driveways are addressed in section <br /> 5-2.09.01 in the Road Design Manual. According to this policy,roads classified as minor <br /> • arterials such as T.H. 10, require acme spacing of 60 in (197 feet) of frontage. The <br /> proposed Walgreens access on TX 10 is&proximately 187 feet north of C.R. I and this <br /> is within 10 feet of meeting this policy. <br /> Accident Rarity on T.H. 10 at Bight Turn Accesses <br /> To address some of the safety =cams expressed by Mn/DOT staff regarding the <br /> proposed Walgreens right turn access on TIL 10, we conducted a review of the accident <br /> history along T.H. 10 from Silver Lake Drive south to Long Lake Road. This review <br /> examined the Impact,if any,that the existing seven right turn access locations had on the <br /> accident history during this period There are five right turn access points located <br /> northbound on TIL 10 in this section and two access points located southbound on TA <br /> 10. <br /> The accident information was provided by the City of Mounds View and includes a <br /> period of 22 months starting from January 1996 to November 1997. During this 22 <br /> month period, a total of 46 incidents were recorded on T.H. 10. None of the recorded <br /> accidents occurred at the seven existing right turn accesses along T.H. 10 or could be <br /> attributed to vehicles using these access points. The lack of accidents at these locations <br /> indicate that these right turn accesses operate safely, which is different from the safety <br /> concerns express by Mn/DOT stag <br /> • <br />
