ASSOC. 612 832 9564 P.04/05 <br /> Mr.Robert Cunningham 3 April 1, 1998 <br /> • <br /> CONCLUSIONS <br /> The characteristics of the T.H. 10 right turn access for the proposed Walgreens <br /> development are very similar to the spacing characteristics of the approved access on <br /> T.H. 10 for the new Holiday gas station development at Silver Lake Drive and T.K 10. <br /> Considering the similarity of these access locations and considering that the Walgreens <br /> driveway would have less traffic use than the Holiday driveway,we are confident that the <br /> impacts of the Walgreens driveway would be less than the Holiday driveway. Thus, <br /> s;stca Mn/DOT approved the Holiday access, they also ought to approve the Walgreens <br /> driveway. <br /> Mn/DOT policy guidelines indicate that accesses located on minor arterial roads can have <br /> an access spacing in the range of 60 m or 197 feet. The spacing of the Walgreens access <br /> is within 10 feet(five percent)of this guideline. <br /> No accidents were reported from January 1996 to November 1997 that involved the <br /> seven right turn access points on T.H. 10 between Silver Lake Drive and Long Lake <br /> Road. Contrary to the safety concerns expressed by Mn/DOT staff thio record clearly <br /> indicates that the existing right turn access points function with a high level of safety. <br /> Further. this experience is a strong indicator that the proposed Walgreens driveway also <br /> would Stadion safely. <br /> • The information presented in this memorandum indicates that the current position of <br /> Mn/DOT staff not to allow the proposed Walgreens access on T.H. 10 is not consistent <br /> with their past actions, with their established policy or with the high level of safety <br /> provided by existing right turn access points.
