ASSOC. 612 832 9564 P.04/05 Mr.Robert Cunningham 3 April 1, 1998 • CONCLUSIONS The characteristics of the T.H. 10 right turn access for the proposed Walgreens development are very similar to the spacing characteristics of the approved access on T.H. 10 for the new Holiday gas station development at Silver Lake Drive and T.K 10. Considering the similarity of these access locations and considering that the Walgreens driveway would have less traffic use than the Holiday driveway,we are confident that the impacts of the Walgreens driveway would be less than the Holiday driveway. Thus, s;stca Mn/DOT approved the Holiday access, they also ought to approve the Walgreens driveway. Mn/DOT policy guidelines indicate that accesses located on minor arterial roads can have an access spacing in the range of 60 m or 197 feet. The spacing of the Walgreens access is within 10 feet(five percent)of this guideline. No accidents were reported from January 1996 to November 1997 that involved the seven right turn access points on T.H. 10 between Silver Lake Drive and Long Lake Road. Contrary to the safety concerns expressed by Mn/DOT staff thio record clearly indicates that the existing right turn access points function with a high level of safety. Further. this experience is a strong indicator that the proposed Walgreens driveway also would Stadion safely. • The information presented in this memorandum indicates that the current position of Mn/DOT staff not to allow the proposed Walgreens access on T.H. 10 is not consistent with their past actions, with their established policy or with the high level of safety provided by existing right turn access points. Thus, we would encourage you to flusher pursue access approval through discissions with representatives of the City and Mn/DOT.
