Here is a brief summary of the <br /> • discussions that I have had with various staff members at Mn/DOT from January to March <br /> 1998, regarding the Walgreens right turn access onto T.IL 10 in Mounds View. Please keep in <br /> mind that the items discussed here do not necessarily represent official Mn/DOT policy. This <br /> is merely a record of the conversations that I had with Mn/DOT staff <br /> In early January 1998, I spoke with Bill Warden at Mn/DOT regarding the suitability of this <br /> proposed access, given its location and proximity to the C.R. I intersection. Bill Warden said <br /> that this access was acceptable since the expected usage(14 in, 14 out in the p.m. peak hour) <br /> would not cause congestion on T H. 10 and the access spacing was consistent with other <br /> access locations on T.H. 10. Mr. Warden did not expect any difficulties to arise for this T.H. <br /> 10 access unless there was, for example, a drainage problem on the site that could not be <br /> satisfactorily addressed. He further suggested that the originally proposed right turn <br /> deceleration lane on T.H. 10 into the site was not necessary for this type of access. <br /> In early March 1998, I spoke with Scott Peters at Mn/DOT following a review that he had <br /> completed with regard to the T.H. 10 access. This Mn/DOT review was completed based on <br /> information provided by the City of Mounds View. The Walgreens Traffic Impact Report that <br /> we had completed for TOLD Development Company was not examined as part of the <br /> Mn/DOT review. Scott's reasons for recommending against the access were based upon <br /> safety concerns caused by vehicles entering the Walgreens site from T.H. 10. He felt that the <br /> access spacing of 150 feet (curb to curb) to the C.R. I intersection did not provide for an <br /> adequate deceleration lane into the site and could possibly lead to rear end accidents. Scott <br /> mentioned that he could reconsider the access request if the Walgreens T.H. 10 access was <br /> • restricted to only outbound right turns. The precedence of existing access spacing on T.H. 10 <br />
