Commercial development shall be considered in order to provide a broad tax and expanded <br /> employment base within Mounds View. <br /> Commercial development at this corner would increase the City's tax base and create <br /> additional employment opportunities, but it may also force the closure of related businesses <br /> in City which might result in a net loss of jobs. <br /> Goal 2. Provide safe, convenient,attractive, and accessible commercial development within Mounds <br /> View. <br /> Commercial development at the northeast corner of Highway 10 and County Road I would <br /> cause safety concerns with the additional traffic generated and the introduction of points <br /> of vehicular conflict. Pedestrian access to this site would be cut off from this site with the <br /> exception of the area north of County Road I and east of Highway 10. The safety of <br /> pedestrians attempting to cross either thoroughfare would be compromised significantly. <br /> • Goal 3. Major retail sales and services will be developed in planned and concentrated centers. <br /> This location is not adjacent to any other retail development and would be a stand-alone <br /> retail use amidst residential development. <br /> Goal 4. The development of small, neighborhood convenience stores will be limited to locations which <br /> best serve residential areas without impairing residential development. <br /> Commercial development in this location would impair residential development in that four <br /> single family homes would be removed to accommodate such development. <br /> NOW, THEREFORE, the Mounds View Planning Commission does hereby recommend <br /> that the City Council deny an amendment to the Comprehensive Plan to redesignate the south 1/2 <br /> of Lot 51 and all of Lots 50, 49 and 78 to NC, Neighborhood Commercial. <br /> BE IT FURTHER RESOLVED that the Mounds View Planning Commission directs Staff <br /> to forward this Resolution to the City Council prior to approval of the minutes. <br /> Adopted this 1st day of April, 1998. <br /> 110 <br />
