Background: <br /> Introduction: • <br /> This item is intended for informational purposes only. No action is necessary by the planning <br /> commission on April 1. The proposed plans are still in the process of being reviewed by city staff <br /> and other agencies. It is anticipated that the review will be complete in order for the planning <br /> commission to take formal action at the April 15, 1998 meeting. No formal public notice has been <br /> provided for the April 1,1998 meeting. Full public notice will be provided for the April 15, 1998 <br /> meeting. <br /> Project Summary: <br /> The site in question is located at 2430 Highway 10. The 26.03 acre site is triangular in shape and <br /> is bounded by Highway 10, Long Lake Road, and County Road H2. The property is owned by the <br /> O'Neil family and is under contract for purchase and development by Anthony Properties <br /> Management. Anthony Properties Management is proposing to develop a 63,000 square foot 15- <br /> screen 2188-seat movie theater, three 11,000 square foot one-story office buildings, a 5000 <br /> square foot restaurant, and a 6400 square foot retail building. The movie theater would be <br /> operated by Carmike Theaters. <br /> An 8.25 acre wetland would remain undeveloped on the site. Total greenspace on the site after <br /> development would be 16.73 acres which is 64.3 % of the total site area. Impervious area <br /> including parking areas and buildings would comprise 9.3 acres or 35.7 % of the total site area. • <br /> Parking for a total of 776 cars is provided on the site. 82 parking stalls are shown for the <br /> restaurant site, 49 parking stalls are provided for the retail site, 548 parking stalls are provided for <br /> • the theater, and 97 parking stalls are provided for the office buildings. Joint use of the theater and <br /> office parking is indicated because offsetting hours. <br /> At the time of the writing of this report, staff had not received a copy of the preliminary plat or a <br /> site lighting plan. The applicant has indicated that these plans are being worked on and will be. <br /> submitted in the near future. The property will be subdivided into 6 lots, one lot for each of the <br /> •ings. ewe an. area •- inc u•e. in e sea - • . <br /> Previous Approvals: <br /> On May 12, 1997 the City Council approved Resolution No. 5104 which changed the <br /> comprehensive plan designation of the subject site from Medium Density Residential to Mixed <br /> Use PUD (Commercial and Residential Uses). The City Council on the same night gave first <br /> reading to Ordinance No. 598 which rezoned the site from B-1 Neighborhood Business and R-2 <br /> Single and Two Family Residential to PUD for commercial uses. Resolution No. 5119 was also <br /> approved on May 12, 1997 which approved a General Concept PUD Plan for the site. Second <br /> reading and passage of Ordinance No. 598 occurred on May 27, 1997. Copies of the approved <br /> resolutions and ordinance are attached for your information. • <br /> 2 <br />
