• Staff Memo <br /> To: Economic Development Commission Members <br /> From: Cathy Bennett, Economic Development Coordinator <br /> Date: June 16, 1995 <br /> Agenda Item: Discussion of Highway 10 Corridors <br /> (5.a.) <br /> The Highway 10 Committee has been meeting for approximately every three weeks <br /> since January 1995. After reviewing several community corridor plans, the following <br /> document is the first step in determining a strategy for coordinated development of <br /> Highway 10. <br /> It became quite evident that preparing a professional, effective development plan for <br /> • the corridor could take a significant amount of staff and committee time and may <br /> take up to three years. Another option would be to hire a consultant who specializes <br /> in corridor plans to drive the project. The committee envisions that a consultant <br /> would take 1-1.5 years maximum to develop and gain approval of a plan for Highway 1 <br /> 10. The consultant would need to have expertise in street improvements, <br /> transportation planning, land use, engineering, landscaping, design standards, <br /> stormwater and environmental issues. In addition, it would be beneficial to have an <br /> outsiders prospective with expertise in early community consensus building. <br /> Highway 10 encompasses approximately 1/4 of the entire City and most of the <br /> commercial/industrial space. Professional expertise would be an investment well <br /> worth the potential financial implications of a properly planned corridor. The <br /> potential increase of the tax base alone would have a significant impact on the City. <br /> I have included property information for proposed sections 2-11. Section 1 was not <br /> included in the initial highway 10 inventory. <br /> Peg Mountin, as a representative of the Highway 10 Committee, will give an overview <br /> of the process that the committee has been through over the past several months. <br /> 0 <br />
