• Staff Memo <br /> To: Economic Development Commission Members <br /> From: Cathy Bennett, Economic Development Coordinator <br /> Date: September 21 , 1995 <br /> Agenda Item: Presentation - Metropolitan Livable Communities Act <br /> (4) <br /> The Metropolitan Livable Communities Act (MN Stat. Ch. 473.25), which was a <br /> bipartisan bill passed in the last legislative session, is designed to accomplish three <br /> main goals: <br /> ♦ Change market incentives to enhance the ability of developed communities to <br /> attract and expand businesses that pay living wages; <br /> ♦ Stimulate development and redevelopment projects in the metropolitan area <br /> • that maintain or intensify land use and that link affordable housing with <br /> transit; and <br /> ♦ Create incentives for the development and maintenance of affordable housing <br /> in growing and developed suburban communities. <br /> All of these goals pertain to economic development and will have an impact on the <br /> way metropolitan Cities analyze economic development plans and policies. <br /> There are a variety of funds available with the passage of this legislation. These funds <br /> will be administered by the Metropolitan Council. Therefore, I have asked Joanne <br /> Barron to give an overview regarding the implications of the bill on cities and how we <br /> can tailor our plans and programs to most effectively meet the objectives of the Act. <br /> I have included supporting documentation regarding the funding accounts that have <br /> been established under the Act for your review. <br /> • <br />
