[`ra <br /> rrr <br /> 00.0 <br /> LIVABLE CONLYIUN LLES DEMONSTRATION PROGRAM <br /> GUIDELINES AND CRITERIA <br /> August 1995 <br /> Program Summary: The Metropolitan Livable Communities Act(Minn. Stat. Ch.473.25) authorizes <br /> the Metropolitan Council to establish the Livable Communities Demonstration Account,and make grants <br /> or loans for community development activities to municipalities participating in the Local Housing Incen- <br /> tives Program(Ch. 473.254) or to metropolitan area counties on behalf of participating cities. <br /> Purpose: The Act states that the Account may be used for projects that: <br /> 1) link development or redevelopment with transit, <br /> 2) link affordable housing with employment growth areas, III <br /> 3) intensify land use that leads to more compact development or redevelopment, <br /> 4) involve development or redevelopment that mixes incomes of residents in housing,including <br /> introducing higher value housing in lower income areas to achieve a mix of housing <br /> opportunities, or <br /> 5) encourage public infrastructure investments which connect urban neighborhoods and suburban <br /> communities, attract private sector redevelopment investment in commercial and <br /> residential properties adjacent to the public improvement, and provide project area <br /> residents with expanded opportunities for private sector employment. <br /> Amount of Funds Available: Approximately$4.6 million will be available in 1996,and$4.1 million in <br /> 1997 and subsequent years. <br /> Form of Award: Grants and loans. <br /> Grant and loan amounts and terms: To be determined. <br /> Eligible Applicants: Municipalities participating in the local housing incentives program. <br /> Location of Eligible Projects: Projects must be located in municipalities participating in the local <br /> housing incentives program. <br /> • <br /> Eligible Uses of Grant and Loan Funds: Community development projects that meet the purposes of <br /> the account(as described above), and support the housing goals,principles for livable communities, or <br />
