Call to Order: <br /> The meeting was called to order at 6:00 p.m. by Chairperson, Phil Seipp. <br /> 2. Roll Call: <br /> Members present were as follows: Rosemary Goff, Mark Malone, Delane Welsch and Phil Seipp. In <br /> addition, Economic Development Coordinator Cathy Bennett and EDA liaison Sue Hankner were <br /> present. EDC Members Peg Mountin, Dan Nelson and Ron Schmidt were absent. <br /> 3. Approval Of Minutes: <br /> Motion/Second: Goff/Malone moved approval of Minutes of August 24, 1995 Meeting. <br /> Motion Carried 4 ayes 0 nays <br /> • 4. Special Business <br /> Presentation on the Metropolitan Livable Communities Act <br /> Coordinator Bennett reported that Joanne Barron from the Metropolitan Council called <br /> to cancel due to personal business that brought her out of town. The item will be <br /> moved to the October agenda. <br /> 5. A. Consideration of TIF Funds for Housing Loans <br /> Coordinator Bennett reported that the City met with attorney regarding the use of TIF for a <br /> housing loan program similar to the business loan program. Unfortunately Tax Increment Law <br /> does not allow the use of Tax Increment for interest reduction on single family owner occupied <br /> properties. Staff is evaluating other programs and will bring a program back to the EDC for <br /> consideration upon Council's direction regarding policy issues. <br /> B. Discussion of Updating Mounds View's Economic Development Plan <br /> Coordinator Bennett passed out the last version of the Mounds View Economic Development <br /> Plan approved in April of 1986. As part of the EDC's work plan the task of updating the Plan <br /> should be started in 1995. Coordinator Bennett also reported that the EDC should consider <br /> striving for Minnesota Star City Status as part of the updating process. The Star City Program is <br /> an economic development planning process which includes community data gathering, survey <br /> I <br />
