The City Council and <br /> • Staff agree that business is good. Therefore, a first objective stated was that we need to be <br /> proactive in keeping and improving the business climate; many businesses surveyed say <br /> improvement is needed. Highway 10, the business corridor, was an obvious area of focus. <br /> • Environmental consciousness is here to stay - everyone wants it. <br /> We quickly eliminated issues that we felt we had no control over. We prioritized the <br /> remaining issues into three categories - Priority A, B, and C. We then recognized our time <br /> constraints, addressed Priority A issues, and organized them into three main issues. We <br /> then developed goal statements and action steps within those three issues. <br /> • In the first half of our process, we proceeded with the instruction to set goals and action <br /> steps without clouding them with economic limitations, as those limitations would be dealt <br /> with at the end. The second half of the process resulted in the economic factor being a big <br /> concern, almost a stumbling block for the group. "Tax and Spend" versus "Invest and <br /> • Save". <br /> 4. Generally, the team members were cooperative, open minded, respectful, good listeners, <br /> and sincere. They volunteered their time because they hope the FOCUS 2000 program <br /> will help the people who run the City. <br /> • <br />• <br /> 27 <br />
