• All other accounts were reduced to accommodate the Council's mandate for a zero levy increase for 1996 and in evaluation of actual expenditures in 1995. 1996 PROGRAM.OBJECTIVES< • • Seek county, state, federal and private funding mechanisms for business development and retention, redevelopment and housing rehabilitation. • Actively seek new business to Mounds View paying particular attention to the target industries identified by the EDC and approved by the EDA in 1995. • Continue to actively initiate positive relationships with the local business community and act as the City liaison for business. In addition,provide the highest level of service and response to our businesses and prospects by offering up to date information and assistance in dealing with City procedures and business development incentives. • Implement development proposals to attract and retain quality businesses with the guidance and approval of the EDA. • Continue to participate in networking opportunities with local, state and national economic development professionals to identify new sources of business financing and prospect development. • Actively participate in local and regional business retention and development programs. • Begin implementation of a redevelopment plan for Highway 10. • Monitor and participate in the planning process for the development of Highway 610 and turnback of Highway 10. Evaluate how these activities will have an effect on Mounds View's redevelopment plans for Highway 10. 1996 PROGRAM.PERFORMANCE MEASURES • Submit proposals for housing rehabilitation at the county, state or federal level. • Negotiate development proposals for clusters of redevelopment property along Highway 10. • Meet and offer assistance to 50 local businesses through personal interviews, business association meetings or special functions. • Target the approval of 5 Mounds View Business Improvement Partnership Program Loans with participating banks. • Meet with 10 prospects regarding city development proposals. • Participate in 10 networking opportunities with local, state and national economic development professionals. • Conduct a survey, with the assistance of the EDC, to evaluate the implementation of the EDA approved business actions steps. • Conduct public forums to discuss and gain consensus both locally and regionally for re/development strategies for Highway 10.
