• <br /> Staff Memo <br /> To: Economic Development Commission Members <br /> From: Cathy Bennett, Economic Development Coordinator <br /> Date: February 16, 1996 <br /> Agenda Item: Discussion of development opportunities for <br /> (5.A) 2625 Highway <br /> Mr. Rick Kuehlwein who represents Northern Heat, the largest volleyball club in the <br /> state, will be in attendance to discuss his interest to build a 20,000 - 30,000 sq.ft. <br /> Facility for 4 volleyball courts plus office, meeting and banquet space. <br /> • The facility would need to encompass 2625 Highway 10 plus the adjacent land lots to <br /> the west. The project is estimated to cost between $1 - $1.2 million and would be <br /> funded through the club and financed by Mr. Kuehlwein and a developer. Mr. <br /> Kuehlwein is working on a similar project with the City of Duluth whereby Duluth will <br /> provide assistance for the project to enable usage of the facility. <br /> Questions for the EDC - Would the EDC recommend this type of use for the property? <br /> (It would require a rezoning from residential to commercial) What type of assistance <br /> should the City provide? Should the City pursue a joint powers agreement for use of <br /> the facility? Should the City pursue access to these sites or should the developer? <br /> Would this type of arrangement be better served as part of the Bel-Rae facility? <br /> We will discuss all these questions upon conclusion of Mr. Kuehlwein's presentation. <br /> In addition to the volleyball association, I met with a Realtor who is looking for space <br /> for a beauty salon and was interested in 2625 Highway 10 site. We gave her <br /> information regarding zoning, development review and parking requirements. At this <br /> time I have not heard if she will he coming to the FDC' meeting for further discussion. <br /> • <br />
