B. Consideration of Tax Increment Policies for new/expanded <br /> development in Mounds View <br /> • The Commission members reviewed Mounds View's Tax Increment Policy from 1984 and <br /> discussed Elk River, Robinsdale and Burnsville's current tax increment policies. Revisions were <br /> made to Burnsville's plan to meet the needs of Mounds View. In addition, the commission <br /> reviewed the fundability guidelines which is a ranking system for projects requesting tax <br /> increment financing. The guideline provides an equitable point system in relation to jobs <br /> created, increase in tax base, up front or pay-as-you-go assistance and type of development. <br /> Also and application for tax increment financing was reviewed. Staff was directed to draft a <br /> policy for Mounds View to be presented at the EDC meeting in May. <br /> Reports From Chair, Commissioners and Staff: <br /> There were no reports <br /> 7.
