• PLANNING C <br /> • <br /> MEMO <br /> To: Mounds View Planning Commission, <br /> From: Rick Jopke, Community Development Director <br /> Subject: Ordinance Amendment Concerning Permitted Uses in a B-3 Zoning District <br /> Date: May 6, 1998 <br /> ISSUE <br /> The Community Center site is currently zoned B-3 Highway Business. At present the City's <br /> zoning code does not permit a community center as either a permitted use or a conditional use. <br /> ALTERNATIVE ACTIONS <br /> An ordinance change is necessary prior to the issuance of any occupancy permits for the new <br /> community center under renovation/construction on the site of the former Bel Rae Ballroom. The <br /> City Attorney's office has reviewed the matter and has provided two alternative ordinance <br /> amendments for City consideration. The first alternative is to make a community center a <br /> permitted use and the second alternative is to make community centers a conditional use and to <br /> set standards for the issuance of conditional use permits. The attorney's draft ordinances also <br /> include other similar uses such as public or semi-public recreational buildings, schools, and <br /> churches. <br /> ACTION REQUIRED <br /> Staff would suggest that the Planning Commission discuss this matter at the May 6, 1998 <br /> meeting and determine which approach to follow and pass a resolution recommending that the <br /> City Council pass the appropriate ordinance. <br /> STAFF RECOMMENDATION <br /> Staff recommends that the Planning Commission pass the attached Resolution No.546-98. <br /> NADATA\GROUPS\COMDEv\PLANCOMM\5-6-98.MEM <br />• <br />
