• h. Support pedestrian and transit access to major service and com- <br /> mercial centers. <br /> ii. Safe and convenient pedestrian movements shall be provided within <br /> major service and commercial centers. <br /> j . When possible or when opportunities arise, provide for major streets <br /> to service and commercial districts at the periphery of the districts. <br /> k. The City shall cooperate with existing and potential commercial <br /> developers in creating site plans with emphasis on efficient access <br /> and egress, parking areas, landscaping and adherence to an archi- <br /> tectural theme. <br /> I . Enact and uniformly enforce a commercial/industrial maintenance code <br /> to help insure that commercial and industrial structures represent <br /> community attributes on an on-going basis. <br /> m. Commercial development shall be prohibited on wetlands, shorelands, <br /> flood plains, and other natural features that perform important public <br /> protection functions in their natural state. <br /> 111 Goal 3: Major retail sales and services will be developed in planned and concentrated <br /> centers. <br /> Policies: a. Commercial development must adequately provide for excess <br /> storm water. <br /> b. No area shall be rezoned to commercial use unless it is shown to be <br /> properly located in accordance with the Comprehensive Plan. <br /> il c. Land which is adjacent to a major thoroughfare shall not automatically <br /> be considered best suited for commercial use. <br /> Id . Major commercial activity shall be concentrated within the City Center. <br /> Goal 4: The development of small neighborhood convenience stores will be limited to <br /> locations that will best serve residential areas without impairing residential development. <br /> Policies: a. Excellence of design and compatibility with the surrounding neighbor- <br /> hoods shall be encouraged in the development of neighborhood commercial <br /> facilities. <br /> b. Promote joint utilization of parking and other related supportive services <br /> in service and commercial districts. <br /> 0 <br /> c. Residential neighborhoods shall have easy access to related but limited <br /> supportive service and commercial facilities, where feasible. <br /> 61 <br />
