City of Mounds View Staff Report <br /> May 15, 1997 . <br /> 1111 <br /> Page 2 <br /> connecting the City's commercial and civic center,and of creating a place in the heart of Mounds <br /> View rather than the City continuing to be a pass-through community on a highway corridor. <br /> There are a number of issues which would need to be addressed to move this idea forward. In <br /> some cases, buildings are shown in different locations than where they are now located or are <br /> planned. The community team felt the idea of creating a central place or Village Center through <br /> establishing a ring road and organizing uses along it had considerable merit. The team is <br /> suggesting that the City Council refer this idea to the Planning Commission,Economic <br /> Development Commission and Parks&Recreation Commission for review and discussion before <br /> holding one or more community forums on this idea. These discussions could address the <br /> specifics of how this idea would be implemented. <br /> In addition, one of the critical links in the ring road goes through the O'Neil property. The <br /> advantage of the ring road concept is that it provides two access points to this property(one on <br /> Long Lake Road and one on Highway 10 where a new intersection would be created with a <br /> realignment of Edgewood). This approach to accessing the site would alleviate concerns about <br /> traffic from the 16-screen movie theater having to make U-turns on Highway 10 or use County <br /> Road H2. <br /> The staff at the Design Center have talked with Ramsey County about this idea,and they were very <br /> receptive. They see this design as a way to allow local traffic to circulate and reach its destination <br /> • without using Highway 10. MnDOT has not yet been approached. Both the theater developer and <br /> the City see a need to obtain a signalized intersection at the theater entrance, and we expect to <br /> approach MnDOT very soon to discuss creating such an intersection. This concept of a ring road <br /> could be very convincing in working with them on getting a signalized intersection. <br /> Staff is asking that the City Council endorse the design concept for a ring road to the extent of <br /> using this concept in working with Ramsey County and MnDOT to obtain a signalized intersection <br /> connecting the movie theater entrance and Edgewood Drive. <br /> Action Requested: <br /> 1. Direct staff to refer the design concept for a ring road developed through the University of <br /> Minnesota Design Course to the Planning Commission,Economic Development <br /> Commission,and Parks and Recreation Commission for review and comment. <br /> 2.
