Comprehensive Guide Plan -Housing Element <br /> City of Mounds View <br /> • <br /> Mounds View has taken advantage of for the residents. <br /> Low Income Housing Tax Credits: The City of Mounds View in cooperation with Common <br /> Bond Communities applied for and received low income housing tax credits to assist in the <br /> construction of Silver Lake Pointe, an 83 unit senior housing complex. Eight of the units are <br /> offered at fair market values, the others are offered at a reduced rent. (The complex has been <br /> completely filled since being built in 1995.) <br /> Section 202: The city also has a Section 202 elderly/handicapped building with 40 units known <br /> as Wildwood Manor. The building was built in 1983 and continues to be fully occupied. <br /> Housing Maintenance,Rehabilitation and Redevelopment <br /> Because Mounds View is a fully developed suburb with aging housing stock and lower income <br /> levels, the biggest concern is maintenance,rehabilitation and redevelopment. This is the area in <br /> which the City is providing or promoting the most. Listed below are programs offered to <br /> Mounds View residents in 1996. <br /> Ramsey County Rental Rehabilitation Program: Ramsey County offers a rental rehabilitation <br /> program using Community Development Block Grant(CDBG) funding. The program is <br /> • administered by the St. Paul Planning and Economic Development Department. They receive <br /> funding once a year from Ramsey County. Each year,the City of Mounds View sends a letter to <br /> all rental property owners in the city to market the loan program. (The city receives moderate <br /> response to the Rental Rehab Loan Program) <br /> Ramsey Co Deferre Loan P gam: Ramsey County offers a deferred loan program for <br /> single-family, owner occupied dwellings. This program is also funded with CDBG funds. The <br /> city has received good response over the years. The City promotes the program through the City <br /> Newsletter. <br /> Home Energy Loans: Ramsey County distributes funding to the Energy and Environmental <br /> Resource Center for Home Energy Loans. This program is promoted on a periodic basis. <br /> Tax Increment Financing (TIFl: The City of Mounds View created a Housing Replacement <br /> program using TIF. The purpose of this program is to purchase homes that are dilapidated, <br /> blighted, undersized and undervalued as compared to the neighborhood. The homes are then <br /> demolished and the land resold to a builder or developer for the construction of a new home. <br /> Housing Maintenance Code: The City of Mounds View has had a Housing Maintenance Code <br /> since 1974. The code has been amended from time to time to provide a stronger enforcement <br /> • Page 4 <br />
