Relate land use development to transportation needs, desired <br /> development and community priorities. <br /> b. Analyze all development proposals on an individual basis from a <br /> physical,economic,and a social standpoint to determine the <br /> most appropriate uses within the context of the community as a <br /> whole as well as the specific area of the site. <br /> c.
