(0.73 acres) <br /> The development site is bordered by Highway 10 to the northeast, County Road H2 to the south, <br /> Long Lake Road to the west, and is bisected by Edgewood Road, which will be realigned to cross <br /> Highway 10 at a near-right angle, continuing through the development to County Road H2 to the <br /> south. <br /> Analysis: <br /> According to Section 1202.01, Subdivision 1 of the City Code, full platting is required for all major <br /> subdivision requests. The applicant, Anthony Properties, is requesting approval of the preliminary • <br /> plat for the proposed Anthony Properties Addition. Review of this plat is required by the City <br /> Engineer, the Director of Public Works, the City Attorney, Rice Creek Watershed District, Ramsey <br /> County and the Minnesota Department of Transportation (MnDOT). The plat, date-stamped <br /> 11/23/98, bears the required data for preliminary plats as specified by the City Code. <br /> As with any subdivision of land within Mounds View, two issues need to be addressed. The first is <br /> easements. The plat shows easements for the wetland area, those areas to be used as NURP ponds, <br /> and other drainage and utility easements. These easements will be dedicated to the City by virtue <br /> of their inclusion on the plat. Other easements, such as the Highway 10 design theme easement and <br /> -- . - :. : : . . ---- - ... - . : :- . . . : .'. - .. .to documents. <br /> The City Attorney will draft these documents and have them available prior to City Council action <br /> on this request. <br /> The other issue addressed with the platting of land is the park dedication requirement. According <br /> to Section 1204.02 of the City Code, all subdividers of land are required to dedicate to the City for <br /> public purposes a portion of land, or, at the City's sole discretion, cash in an amount equal to ten <br /> percent of the land's fair market value. It has been and continues to be the City's policy of <br /> requiring a cash dedication in lieu of land. According to Ramsey County assessment records, the <br /> land has a value of$1,032,500 and thus the dedication amount applicable for this project would be <br /> $103,250. This amount will need to be paid to the City prior to the City Administrator and the <br /> Mayor signing off on the Final Plat. <br />
