ECONOMIC DEVELOPMENT COMMISSION <br />2000 WORK PLAN <br />Mission Statement: <br />The Economic Development Commission shall serve as an advisory body to the Economic Development <br />Authority to promote a positive economic climate and revitalize the community by developing programs to <br />retain and expand existing businesses, attract desirable new businesses, and redevelop target areas in the <br />City. <br />Action Steps: <br />■ Review and make recommendations to the EDA on programs and opportunities to enhance business <br />development and retention. <br />■ Advocate for an approved Highway 10 Redevelopment Plan as an important element in the positive <br />economic vitality of Mounds View and provide input on the development of the redevelopment plan. <br />■ Evaluate the effectiveness of the Business Improvement Partnership Loan Program and make <br />recommendations for revisions to the Program to meet the needs of the business community. <br />■ Evaluate staff research on innovative programs of other metro area cities as it relates to <br />development, redevelopment and housing rehabilitation. <br />■ Actively participate in the development of a design theme for Mounds View and work cooperatively <br />with the Planning Commission in implementing design standards as a result of the design theme <br />process for new development and redevelopment in the City. <br />■ Annually monitor and provide input on the Mounds View Housing Replacement Program and other <br />housing initiatives. Evaluate the effectiveness of housing program as a tool in providing the <br />community with affordable and life cycle housing and generating positive long-term economic growth. <br />Ensure that any housing program using TIF meets the requirements under the Mounds View's Tax <br />Increment Plan. <br />■ Advocate continued staff involvement in the New Brighton/Mounds View Area Chamber of <br />Commerce to provide a framework for the evaluation of business concern and to help support a <br />positive business climate. Encourage the participation of the business community in Chamber <br />activities. <br />■ Participate with staff in retention calls to local businesses. <br />■ Because the work of the 1-35W Corridor Coalition could have a positive economic impact on the <br />development and redevelopment of the City of Mounds View, the EDC would advocate for staff to <br />provide a quarterly report on the status of the Coalition and provide input on the Coalition strategies <br />as needed. <br />■ Communicate on a regular basis with the public on the Economic Development Commission <br />activities, encouraging written or verbal comment, through the City Newsletter, cable and other <br />interactive avenues. <br />N:\DATA\GROUPS\ECONDEV\EDC\Commission Information\Workplan 2000.doc <br />
