Goals and Policies <br /> • <br /> The following will be the transportation goals and policies for the City of Mounds View: <br /> Goal 1: Develop a balanced surface transportation system giving attention to all modes and <br /> related facilities. <br /> Policies: a. Treat all modes of transportation and facilities related to each as one system to be <br /> coordinated and related on a comprehensive basis. <br /> b. The transportation system will :- :- .--: :- . -• -- - - facilitate transportation to <br /> and from centers of activity within the community. <br /> Goal 2: Identify needed improvements to the various elements of the transportation system to provide <br /> for safe and convenient movement by all modes. <br /> Policies: a. Maintain transportation facilities to function in a manner compatible with <br /> adjacent land uses,whcrc When the function of a transportation facility has changed <br /> over time to become incompatible with adjacent land uses, a program to eliminate this <br /> incompatibility should be established. <br /> b. Hazardous and poorly designed and controlled intersections shall be improved on a <br /> • phased basis to increase the safety of pedestrians,bicyclists, and motorists alike. <br /> c. Street safety shall be improved through street lighting,visibility, sign controls, elevated <br /> pedestrian walkways and other such facilities when economically feasible and desirable. <br /> d. Public signage shall be related to the overall system of street function and control. <br /> e. Parking shall be limited or prohibited along principal and minor arterial roadways. <br /> f. Establish and enforce standards and controls for business and advertising <br /> signing and lighting in order to prevent driver distraction and potential hazards. <br /> Goal 3: Provide sufficient off-street parking to meet normal demands of all types of land use. <br /> Policies: a.Parking facilities shall be developed so as to conserve land,promote joint use and <br /> minimize conflicts with vehicular.,pedestrian and bicycle traffic. <br /> b. Minimize and reduce the demand and resulting requirements for parking through the <br /> adequate provision of pedestrian and bicycle facilities and through land use <br /> development coordination., -• - - :- -- : ': : -: : -•--: ••• •: <br /> reereatiorrai-aet-ivities-; <br /> c.
