REQUEST FOR PLANNING COMMISSION ACTION <br /> • April 7, 1999 <br /> Meeting Date: <br /> Staff Report by: James Ericson, Planning Associate <br /> Planning Case No.: 549-99 <br /> Applicant: Jones Sign Company/KinderCare <br /> Request: The applicant is requesting a variance from Chapter 1008 of the <br /> Municipal Code (the Sign Code) to allow for an advertising sign at the <br /> KinderCare day care center on Highway 10. <br /> Location: 2791 Highway 10 <br /> PIN No. 06-30-23-43-0033 <br /> Zoning/Land Use: R-3, Medium Density Residential/KinderCare Day Care Facility <br /> Applicable Regulations: <br /> • Section 1008.08, Subd. 2, Signage allowed by zoning district. <br /> Section 1125.02, Subd. 2 outlines the criteria to be used by the Planning Commission in its <br /> review of variances. <br /> Attachments: Planning Application <br /> Zoning Map <br /> Sign Specifications <br /> Background: <br /> The applicant, Jones Sign Co. Inc., representing the KinderCare Learning Center, is requesting a <br /> variance from the sign code to allow for the installation of a pylon advertising sign at KinderCare <br /> located at 2791 Highway 10. This property, even though it supports a commercial use, is zoned <br /> R-3, medium-density residential. The basis for this zoning is that day care facilities such as <br /> KinderCare were not originally allowed in commercial districts. This restriction was eliminated <br /> with the passing of Ordinance 595 in 1997, which allowed as conditional uses day care facilities in <br /> all commercial and industrial zoning districts. Were the property zoned commercial, it could have <br /> up to 100 square feet of combined permanent signage. The current proposal would add a 16-foot <br /> tall, 48 square foot pylon sign to the existing 36 square-foot wall sign. Together the amount of <br /> signage would be below the maximum allowed 100 square feet. <br /> 4111 <br />
