Item No. 08C <br />Type of Business: CB <br />WK: Work Session; PH: Public Hearing; <br />CA: Consent Agenda; CB: Council Business <br />City Administrator Review _______ City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Chief Nyle Zikmund, SBM Fire Department <br />Item Title/Subject: Resolution No. 6614 Supporting the Awarding of a Bid <br />for Purchase of Fire Engine and Loose Equipment <br /> <br />Meeting Date: September 12, 2005 <br /> <br /> <br /> <br />Background: <br /> <br />As a component of the Fire Department Capital Improvement Plan funded by the sale of <br />Capital Improvement Bonds scheduled for sale December of 2005, two fire fully <br />equipped fire engines were approved by the three partner city councils. A budget of <br />$450,000 per fully equipped truck was established ($900,000 total). <br /> <br />Engine One at Station One, a 1991 1250gpm Toyne and Engine Two at Station Two, a <br />1986 1250gpm Pierce are scheduled to be replaced with new equipment. <br /> <br />The Blaine Council approved the letting of bids for the equipment at their June 2, 2005 <br />meeting. Advertisements were placed in the official Blaine newspaper, “The Blaine <br />Life,” and in the Construction Bulletin. <br /> <br />Specifications were made available on June 24, 2005, and one addendum was issued <br />on July 13, 2005. The specifications and addendum were sent to the following <br />companies who requested them; American LaFrance, Clarey’s Safety Equipment, <br />Custom Fire Apparatus, and General Safety Fire Apparatus. A prebid conference was <br />held on July 11, 2005 and was attended by representatives of all the manufactures <br />listed, except for American LaFrance. Proposals were due to Blaine City Hall on or <br />before 10:00 AM on August 18, 2005 and the bid opening was held at that time. <br /> <br /> <br />Proposals Received and Recommendations: <br /> <br />Fire Apparatus <br />Three fire apparatus manufacturers (Clarey’s Safety Equipment, Custom Fire <br />Apparatus, and General Safety Fire Apparatus) submitted five separate proposals in
