Open or outdoor service, sale and rental as a principal or <br /> accessory use and including sales in or from motorized vehicles, trailers or wagons <br /> requires a Conditional Use Permit. <br /> • • Section 1125.01, Subd. 3b, criteria for granting a conditional use permit. <br /> Attachments: Planning Application <br /> Zoning Map <br /> Location Map <br /> Site Plan <br /> Background: <br /> The applicant, Thrifty Car Rental, is seeking a conditional use permit to operate an auto rental <br /> business at the property most recently utilized by Spots Quik Lube. As an accessory to the <br /> principal rental operation, the applicant requests that they be allowed to sell rental vehicles from the <br /> site as well. The applicant anticipates that there would be no more than ten cars on the premises at <br /> any time, whether they be for rent or sale. The applicant indicates that the proposed hours of <br /> business would be from 7:00 a.m. to 7:00 p.m. Monday through Friday, and 8:00 a.m. through 4:00 <br /> p.m. on Saturdays. The business would not operate on Sundays. Other than repainting the building <br /> and installing company signage, there are no plans to alter the building or make any improvements <br /> to the landscaping. <br /> Analysis: <br /> • Section 1114.04, Subd. 5 of the City Code requires that a conditional use permit be issued for uses <br /> such as that proposed by the applicant .
