PLANNING COMMISSION <br /> MEMO <br /> To: Mounds View Planning Commission, <br /> From: Rick Jopke, Community Development Director <br /> Subject: Billboards <br /> Date: July 1, 1999 • <br /> As I previously indicated to you the City Council has asked that the staff and Planning <br /> Commission continue to look into and make recommendations concerning ordinance <br /> amendments to the sign ordinance to allow billboards in certain areas of the community and to <br /> allow signs in the PF Public Facilities and CRP Conservancy, Recreational and Preservation <br /> zoning districts. <br /> I have drafted the two attached ordinances to facilitate Planning Commission discussion of these <br /> matters. The first ordinance deals with billboards. This ordinance was drafted after discussions <br /> with a representative from the billboard industry, and after reviewing state rules and ordinances <br /> from the Cities of Minneapolis and St. Paul. The draft ordinance amendment does the following: <br /> • 1. Removes billboard provisions from Section 1008.08 Subdivisions 1 and 5 and puts <br /> all billboard requirements in Section 1008.08 Subdivision 10. <br /> Commentary: This is proposed to allow for easier administration. <br /> 2. Adds a new requirement that a conditional use permit be obtained for any new <br /> billboard. Such conditional use permit will expire when the billboard lease expires and <br /> will be null-and-void if any required state permits are not obtained. <br /> Commentary:An alternative would be to not require a conditional use permit and rely <br /> on the standards in the ordinance to ensure that billboards are properly installed and <br /> maintained No sign permit would be issued unless all of the standards in the <br /> ordinance are met. <br /> 3. Sets location standards including being on city-owned property located along or north <br /> of 118. Billboards must be orientated to 118 or 35W and be at least 250 feet from <br /> residentially zoned property. Billboards can be located with a zero setback from streets <br /> but may not overhang the right-of-way. <br /> Commentary: The standard for location on or north of 118 is based on City Council <br /> II/ direction. The separation from residentially zoned property is open for discussion. The <br />
