<br />Item No: 8C <br />Meeting Date: Aug 22, 2005 <br />Type of Business: Public Hearing <br />City of Mounds View Staff Report <br /> <br /> <br /> <br />To: Honorable Mayor and City Council <br />From: Jim Ericson, Community Development Director <br />Item Title/Subject: Review and Discussion of the Medtronic General Concept PUD <br />Plan, 8290 Coral Sea Street. <br /> Planning Case PD2005-002 <br /> <br />Introduction: <br /> <br />On June 27, 2005, the Mounds View City Council and Economic Development Authority <br />(EDA) authorized an agreement with Medtronic Inc. to redevelop the Bridges of Mounds View <br />golf course. The approved project would entail a phased development process with the first <br />phase encompassing approximately 820,000 square feet of office space and related ancillary <br />uses. On July 11, 2005, the City Council adopted Ordinance 760, an ordinance approving the <br />transfer of land from the City of Mounds View to the Mounds View EDA and then <br />subsequently to Medtronic. <br /> <br />PUD Intent: <br /> <br />The purpose of the Planned Unit Development (PUD) process is to provide for the grouping of <br />land parcels for development as an integrated, coordinated unit as opposed to traditional parcel <br />by parcel, piecemeal, sporadic and unplanned approach to development. The PUD process is <br />intended to introduce flexibility of site design and architecture for the conservation of land and <br />open space through clustering of buildings and activities. It is further intended that planned unit <br />developments are to be characterized by central management, integrated planning and <br />architecture, joint or common use of parking, maintenance of open space and other similar <br />facilities and a harmonious selection and efficient distribution of uses. Given the visibility and <br />prominence of the Bridges site, a PUD will ensure that the site is developed to be architecturally <br />noteworthy and context sensitive from an environmental standpoint. The concept plan is <br />intentionally general; the buildings will not be constructed as simple unappealing rectangles as <br />shown but something with more of an aesthetically appealing design. The rectangles are <br />intended only to show the general location and building massing. <br /> <br />Discussion: <br /> <br />Opus Architects & Engineers along with Julie Snow Architects have submitted a general <br />concept plan rendering site consistent with the PUD requirements to give the City Council and <br />residents an opportunity to review the plan prior to the more formal and detailed development <br />stage plans. The plan shows the anticipated full build-out of the site which would involve four <br />buildings connected by a low-level (one or two story) atrium or common open assembly area. <br />Phase 1 would involve two buildings proposed to be a maximum eight stories tall with <br />approximately 50,000 square feet of space on each level. (At such a height, the FAA would <br />need to issue a revised approval allowing for the building height.) The trade-off of having <br />taller buildings is that more green space is preserved on the site. No changes have been <br />made from the site plan presented to the Council at your August 1, 2005 worksession <br />meeting.
