Itis apparent that this landscape is saturated or <br /> seasonally flooded for same duration to support any wetland habitats at <br /> all. If the City is in a position to negotiate drainage easement rights <br /> for Lots 17-19, I feel little if any impact would result fruit the develop- • <br /> merit of Pinewood Circle. Conversely, any development on Lots 17-19 iculd <br /> definitely jeopardize the integrity of wetland 1-19.
