Mounds View City Council August 22, 2005 <br />Regular Meeting Page 19 <br /> <br />of 380,000 more square feet of office space and 1,400 more structured parking stalls by adding 1 <br />two more levels onto the Phase 1 parking structure so it would equal five levels of parking. 2 <br />Phase 3 finishes the project with the fourth building, of 300,000 more square feet of office space, 3 <br />additional atrium space, and 1,600 structured parking stalls in a four-level ramp that would be 4 <br />located in Blaine. While the ramp is being constructed, a number of surface stalls will be 5 <br />displaced so there will be surface stalls on the other side of the ramp. Then, once the ramp is 6 <br />completed, that area will be returned to green space. 7 <br /> 8 <br />Director Ericson stated there would be a total of four buildings total that are connected by an 9 <br />atrium space, a parking ramp in Mounds View and in Phase 3 a parking ramp in the City of 10 <br />Blaine. He stated that this is a significant project and at 1,500,000 square feet it will be the 11 <br />single largest building in Mounds View and the largest for Medtronic in the world. 12 <br /> 13 <br />Director Ericson advised that the City of Blaine would like to see the plans and have a 14 <br />presentation before their Council. Blaine staff indicates they fully support the project and 15 <br />anticipate that the Council will be supportive of the project moving forward. 16 <br /> 17 <br />Director Ericson stated the Planning Commission conducted an informal review of this project 18 <br />on July 20, 2005 and there was no opposition at that point. He stated that he is unsure whether 19 <br />the project at that meeting was being reviewed as an eight-story building. At the August 3, 2005 20 <br />meeting, the Planning Commission voted on the general concept plan and the motion failed on a 21 <br />3/3 tied vote. However they did not subsequently make a resolution of denial. Subsequently 22 <br />they reviewed this and have no opinion, neither recommending approval or denial. The Planning 23 <br />Commission is concerned with the height of the 8-story building and had not yet received 24 <br />documentation from the FAA about that height. However, staff has now received a response 25 <br />from the FAA indicating the building height is not a concern. But the FAA did not address the 26 <br />height of the crane during construction. 27 <br /> 28 <br />Director Ericson stated there are other steps with the PUD but this is the first step and gives the 29 <br />City the opportunity to review what Medtronic is thinking. This general concept plan does not 30 <br />address sizes or setbacks or elevations of the building. However, once the Council reviews and 31 <br />holds the public hearing, then Medtronic would come back with the site plan that contains those 32 <br />details. 33 <br /> 34 <br />Director Ericson recapped that Phase 1 is for 820,000 square feet of office space in two 35 <br />buildings, connecting atrium area, 2,100 structured parking stalls and 900 surface parking stalls. 36 <br /> 37 <br />Mayor Marty asked representatives of Medtronic if they have comments. 38 <br /> 39 <br />Barbara Haake, 3024 County Road I, stated the PUD is going to require a Zoning Code change 40 <br />and asked when that is planned to occur. 41 <br /> 42 <br />Director Ericson explained that typically with a PUD, they get through the general concept plan 43 <br />and general development plan and then consider first reading of an ordinance to approve the 44 <br />PUD. On second reading, the ordinance would effectuate the rezoning. Director Ericson 45
