Item No. 8E <br />Meeting Date: August 22, 2005 <br />Type of Business: CB <br /> City of Mounds View Staff Report <br /> <br />To: Honorable Mayor and City Council <br />From: Kurt Ulrich, City Administrator <br /> <br />Item Title/Subject: Resolution 6651 Authorizing the Layoff of Regular <br />Full-time Golf Course Employees and Providing <br />Severance <br /> <br />Background: <br />In anticipation of the golf course redevelopment and closing, the City Council <br />adopted a severance package for the three regular full-time golf course employees <br />on August 22, 2005 with passage of Resolution 6585. The consensus of the <br />Council at that time was to allow payout of vacation and sick leave in accordance <br />with current policy and to allow accumulated flextime to be used by employees. <br />The Council also determined that there be additional severance pay of one week <br />per year of service. <br /> <br />Section 4.15 of the City’s Personnel Policy provides that the “City Administrator, <br />with the approval of the City Council, may lay-off any employee whenever such <br />action is deemed necessary by reason of shortage of work funds, the elimination of <br />the position, changes in the organization, or other causes.” <br /> <br />The golf course has three full-time employees who would be impacted by the sale <br />and closure of the golf course. The positions that would be eliminated are the Golf <br />Course Manager, the Clubhouse Manager/Golf Instructor, and the <br />Grounds/Equipment Manager. None of the existing golf course employees applied <br />for other available City jobs during the last few months in which one position in <br />Public Works and one in Community Development were filled. <br /> <br />Discussion: <br />The attached resolution makes the implementation of lay-off notices dependant <br />upon the closing and transfer of the golf course property. If for any reason the <br />closing and transfer of property does not occur, this item will be brought back to <br />the Council for reconsideration. <br /> <br />Based upon current vacation and sick leave balances, the severance cost to the <br />City would be approximately $50,000 total. Based upon current flextime balances, <br />all employee flextime will be fully paid-out by mid-January 2006. The employee’s <br />specific termination date will vary based upon the expiration of their flextime <br />balances.
