Item No. 9D <br />Meeting Date: September 26, 2005 <br />Type of Business: Consent Agenda <br />City Administrator Review _______ <br /> City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Mike Sommer, Police Chief <br /> <br /> <br />Item Title/Subject: Resolution 6626 Approval of Prohibition of Parking <br />on Edgewood Drive from County Road H to Woodale <br />Drive and Designating a Drop Off and Pick Up Zone. <br /> <br />Background: <br />School officials from Edgewood Middle School, the School Resource Officer <br />assigned to Edgewood Middle School and the City Public Works Department <br />have identified a need to create a no parking zone and a drop off and pickup <br />zone along Edgewood Drive that would benefit both Edgewood Middle School <br />and the City. The current parking situation has created some safety concern. <br />Presently cars are allowed to park on the east side of Edgewood near the school, <br />due to this, parents drop off their children on the west side of Edgewood Drive <br />who must cross two lanes of ongoing traffic to get to school. Additionally, <br />because cars are parked on the east side of Edgewood, city sanding and plowing <br />vehicles do not have adequate access to the street; this further exacerbates the <br />safety issue for school children. To remedy this situation staff suggests creating <br />no parking areas, and a drop off and pick up area for parents to safely pick up <br />their children. <br /> <br />Discussion: <br />The no parking area would be created by placing no parking signs on the east <br />side of Edgewood Drive from County Road H to Woodale Drive. The east side of <br />Edgewood from County Road H to the North driveway of the School would be <br />designated a drop off and pick up area. <br /> <br />In the event of a large event that required parking on the street, with permission <br />from the City, the no parking signs could be covered for the event, which would <br />allow temporary parking permission. Also, if a citizen had an emergent need to <br />park on the street the citizen could request permission from the police <br />department to park for the special circumstance. <br /> <br />Recommendation: <br />It is recommended that the City Council adopt a resolution approving No Parking <br />along the east side of Edgewood Drive from County Road H to Woodale Drive, <br />
