Item No. 08F <br />Meeting Date: November 14, 2005 <br />Type of Business: CB <br />WK: Work Session; PH: Public Hearing; <br />CA: Consent Agenda; CB: Council Business <br />City Administrator Review _______ <br /> City of Mounds View Staff Report <br /> <br />To: Honorable Mayor and City Council <br />From: Tracy Juell, Administrative Assistant <br />Item Title/Subject: Electronic Message Board <br /> Retrofit with an LED Lighting System <br /> Resolution Number 6671 <br /> <br />Background: <br />On December 13, 1999, City Council authorized the purchase of the Daktronics <br />electronic message board in the amount of $40,741.00 from AIM Electronics. At <br />the time of the purchase of the electronic message board incandescent, white <br />lighting was the “in thing” and LED red lighting was just at its beginning stage. <br /> <br />On February 7, 2005 a staff report was presented to Council with different <br />options for repairing the message board. At that time, Council directed Staff to <br />replace the bulbs as opposed to retrofitting the message board with an LED <br />lighting board. <br /> <br />On September 12, 2005 Council did not approve the bid alternate for the City <br />Hall Rehabilitation Project for the “tower style” front entry and stated they’d rather <br />apply the money towards retrofitting the message board with an LED system. <br /> <br />On October 6, 2005 a quote was solicited from 3 companies to retrofit the <br />message board to an LED lighting board. <br /> <br /> <br />Discussion: <br />LED Lighting <br />As mentioned in an earlier staff report, at the time of the purchase of the <br />electronic message board, LED lighting was just at its beginning stages. The past <br />5 years have seen dramatic strides in LED lighting, some of which follow: <br /> <br />• The current incandescent bulbs have an operational life of approximately <br />5,000 hours each. Because the City operates the electronic message 24 <br />hours/7 days a week, bulbs last for only approximately 29 weeks. For LED <br />lighting, the hours increase to 100,000 hours for each lamp bank (LED are <br />not individual bulbs like the current bulbs: instead they are in lamp banks <br />and instead of “burning out” they will just fade to a lighter shade of red, <br />thus the sign will always be readable- unless there is a major part that <br />needs to be replaced). <br /> <br />
