Mounds View City Council October 24, 2005 <br />Regular Meeting Page 5 <br /> <br />Fire Chief Zikmund advised that this add alternate will put the project over budget, technically, 1 <br />but that’s a theoretical target at this point since the second bid package was just authorized to be 2 <br />advertised and went out today. The second bid package contains the largest part of the project 3 <br />and will allow latitude to stay within the budget. 4 <br /> 5 <br />Councilmember Flaherty asked why this add alternate was not in the original bid package. Fire 6 <br />Chief Zikmund responded that it was in the original first bid package but the timing got 7 <br />compressed by Blaine working on final adoption but to meet the deadlines and get it before the 8 <br />three councils, staff didn’t feel there was sufficient time for review. Also, staff felt the add 9 <br />alternate was such that it could wait to allow further study of this option. Staff talked to 10 <br />geotechincal engineers to get more information because they wanted to be judicious with the 11 <br />taxpayer’s money. Fire Chief Zikmund stated it has now been analyzed, discussed, and 12 <br />recommended for approval. 13 <br /> 14 <br />Councilmember Thomas asked if this bid package is more important to the Fire Department than 15 <br />other things included in the second bid package that may have to be dropped if this is added. Fire 16 <br />Chief Zikmund answered in the affirmative. He noted the fire trucks weigh 49 tons and the u-17 <br />shaped fire station requires the trucks to make a turning movement, which is very hard on the 18 <br />bituminous surface. 19 <br /> 20 <br />MOTION/SECOND: Thomas/Stigney. To waive the reading and adopt Resolution 6662 21 <br />Supporting to Accept Alternatives for Contracts 2.20 and 2.60 in Bid Package #1 for New SBM 22 <br />Fire Station #3. 23 <br /> 24 <br /> Ayes-5 Nays-0 Motion carried. 25 <br /> 26 <br />E. Resolution 6660 Approving a Charitable Gambling Permit to the Mounds 27 <br />View Lion’s Club to Conduct Charitable Gambling at The Mermaid 28 <br /> 29 <br />Assistant to the City Administrator Crane advised that the Mounds View Lion’s Club, a non-30 <br />profit charitable organization, would like to renew their Charitable Gambling Permit to hold 31 <br />charitable gambling at The Mermaid, located at 2200 Highway 10 in Mounds View. 32 <br /> 33 <br />Assistant to the City Administrator Crane explained that the Mound View Lions Club currently 34 <br />does hold a charitable gambling premise permit for The Mermaid and their permit will expire on 35 <br />January 31, 2006. The Mounds View Lions Club has been in existence for more than three years, 36 <br />and has at least 30 active members, as required in Ordinance 691, which has been provided to the 37 <br />Council. 38 <br /> 39 <br />Assistant to the City Administrator Crane noted the Gambling Control Board requires that the 40 <br />local unit of government pass a resolution specifically approving or denying the Premises Permit 41 <br />Application. The Lions Club has always submitted the required paperwork to staff. Staff 42 <br />recommends approval of the Resolution and permit. 43 <br /> 44 <br />MOTION/SECOND: Stigney/Flaherty.
