Item No. 8B <br />Meeting Date: January 12, 2004 <br />Type of Business: CA <br />WK: Work Session; PH: Public Hearing; <br />CA: Consent Agenda; CB: Council Business <br />City Administrator Review _______ <br /> City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Greg Lee, Director of Public Works <br /> <br />Item Title/Subject: Resolution No. 6161 Approving a Contract Award to <br />Bonestroo, Rosene, Anderlik, & Associates (BRAA) <br />to assist the City in Conducting a Water <br />Vulnerability Assessment and Updating the <br />Emergency Response Plan <br /> <br /> <br />Background: <br />On June 12, 2002, the Public Health Security and Bioterrorism Preparedness <br />and Response Act became law. This new legislation, enforced by the United <br />States Environmental Protection Agency (USEPA), requires all community water <br />systems serving more than 3,300 people to conduct a Vulnerability Assessment. <br />This requirement was designed to help water systems evaluate susceptibility to <br />potential threats and identify corrective actions that can reduce or mitigate the <br />risk of serious consequences from adversarial actions (e.g., vandalism, insider <br />sabotage, terrorist attack, etc.). <br /> <br />In addition to conducting the Vulnerability Assessment, communities with water <br />systems serving over 3,300 people will also be required to update their <br />Emergency Response Plan (ERP). The Vulnerability Assessment must be <br />completed and submitted by June 30, 2004. The update of the Emergency <br />Response Plan (ERP) must be completed six months after the submission of the <br />Vulnerability Assessment. <br /> <br /> <br />Discussion: <br />To assist the City in conducting the Vulnerability Assessment (VA) and updating <br />the Emergency Response Plan (ERP), Staff contacted several firms that <br />specialize in this activity. These were: Bonestroo, Rosene, Anderlik, and <br />Associates (BRAA), Liesch Associates, Inc, and TKDA Engineering. Staff <br />interviewed each firm to determine their ability to assist the City. These firms then <br />submitted final proposals. A cost summary follows: <br /> <br />
