Item No. 8G <br />Meeting Date: January 26, 2004 <br />Type of Business: CA <br />WK: Work Session; PH: Public Hearing; <br />CA: Consent Agenda; CB: Council Business <br />Administrator Review: _____ City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Chief Mike Sommer <br /> <br />Item Title/Subject: Replacement of Automated Electronic Defibrillators <br />(AED’s) <br /> <br />Background: In 1998 the Mounds View Police Department purchased four <br />Automated Electronic Defibrillators (AED’s). The AED’s are carried in the squad <br />cars that are used for daily patrol duties. The AED’s have been used dozens of <br />times over the years, and are directly responsible for number of saves of victims <br />experiencing cardiac arrest. <br /> <br />Discussion: Cardiac Science, the company that manufactured the 1st <br />Generation “Survivalink” AED’s, currently in use by the Mounds View Police <br />Department, has developed new, easier to use and more effective technology in <br />their new 3rd Generation AED’s. In conjunction with the new technology, Cardiac <br />Science is offering a trade-in/upgrade program, which gives significant credit for <br />units owned and used by existing customers. Under the program, the Mounds <br />View Police Department can receive $800.00 credit for each of the four currently <br />owned AED’s, for a total credit of $3200.00, toward the purchase of four new <br />units. Although Cardiac Science labels their program a “trade in” initiative, they <br />have indicated they are willing to allow agencies to keep their old AED’s, which <br />can be given to schools or other entities in the community that may have a use <br />for them. One of the police department’s four units is currently in need of repair. <br /> <br />In October 2003 the police department pursued a grant being offered through the <br />American Heart Association. Under this grant the Heart Association would <br />reimburse up to fifty-percent (50%) of the list price for new AED purchases. New <br />AED’s list for $2495.00 each, and it is also recommended they be kept in a <br />protective case ($149.95 each). Each unit also requires a set of electrodes <br />($39.95 each). The police department has been notified that it has been <br />approved for an award under the AHA grant in an amount of $5369.80. <br /> <br />By combining the grant award with the trade-in/upgrade program, four of the 3rd <br />Generation AED’s, having a total value of $10,739.60, can be acquired at a cost <br />of about $2169.80, plus tax and shipping. Funding for the required match to <br />make this purchase would come in part from the balance of interest accrued to <br />date in the police grant fund, which is approximately $1065.00. The remaining <br />required money would be taken from the police forfeiture fund.
