Item No:9G <br />Meeting Date: January 26, 2004 <br />Type of Business:CB <br />City Administrator Review: _____ <br />WK: Work Session; PH: Public Hearing; <br />CA: Consent Agenda; CB: Council Business <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Chief of Police, Mike Sommer <br />Item Title/Subject: Approval to Promote Mike Kampa to the Position of <br />Police Sergeant <br /> <br />Date of Report: 1-26-04 <br /> <br />Background: <br /> <br />On January 31, 2004 Sergeant Reed Krogh will be retiring from the Police Department <br />after serving for 27 years. The Police Chief has met with the Police Civil Service <br />Commission concerning the procedures for filling the vacancy created by Sgt. Krogh’s <br />retirement. The following procedures were followed: <br /> <br />• The position was posted for internal candidates with 5 years experience with the <br />Mounds View Police Department. Five internal candidates applied for the <br />position. <br />• Three steps were followed for the process of assessing the candidates. The steps <br />were: <br />1. A review of the candidate’s resume and letter of interest. Conducted and <br />scored by the Deputy Chief and Chief of Police. <br /> <br />2. Promotability index. A score based on an index of: past performance, <br />commitment to departmental management philosophy, integrity, dedication <br />and conscientiousness, writing skills, concern for fellow employees, <br />communication skills, and effectiveness in dealing with the public. The <br />Deputy Chief and Police Chief also completed this section. <br /> <br />3. Oral Interview. Conducted by a panel of interviewers from outside the <br />department. The panel consisted of the Deputy Chief of Police from <br />Maplewood PD, the Deputy Chief of Police from Centennial Lakes PD and <br />a Captain from the Anoka County Sheriff’s Office. The panel members <br />scored the interview. <br /> <br />A meeting of the Police Civil Service Commission was held on 1-23-04. Based upon <br />the scores of the applicants, the Commission certified the top three candidates for the <br />position.
