Item No: 8B
Meeting Date: Feb 2, 2004
Type of Business: Consent
Administrator Review : _______
City of Mounds View Staff Report
To: Honorable Mayor and City Council
From: James Ericson, Community Development Director
Item Title/Subject: Resolution 6183, Authorization to Advertise to Fill the Position of
Temporary Part-time Intern in the Community Development
Department

Introduction:

From time to time the Community Development Department utilizes the services of interns to
assist with workload issues, special projects and inspections. The department benefited from an
intern hired late in 2002 to assist with inspections who was later hired on full time in another City
early in 2003.

Discussion:

The approved 2004 budget for Community Development includes an amount ($7,930) set aside
for interns and other part time personnel throughout the year. At this point, there are enough
projects pending to warrant posting the position now which would afford the City greater flexibility
in finding a qualified individual through one of the local technical programs. The individual hired
would work part time hours, not to exceed 20 hours in one week for a maximum employment
span of 26 weeks. Staff would propose a maximum rate of pay set at $12.50 per hour (this was
what was paid to the last qualified intern) however we would examine all options including non-
paid internships. Staff would anticipate the intern to work no more than 500 hours altogether.

Recommendation:

Staff is requesting Council approve Resolution 6183 to authorize the advertisement for the
position of Intern within the Community Development Department. Once a qualified candidate is
selected, staff would seek authorization from the Council to hire the individual—no offer of
employment would be made until such authorization is granted by the Council at a later date.
Failure to act on this resolution could put the department into a position of falling behind on
pending projects or paying out overtime dollars to existing full-time staff.

_____________________________________
James Ericson
Community Development Director

Attachments:
1.
