Recommendation:

There are three options for action associated with this item:

Option 1. Approve the second reading and adoption of Ordinance 725. Adoption of the
ordinance will help expedite minor variance requests, saving the City and applicants both time
and money. In 2003, there were thirteen variance requests. Eight of the requests were for
setbacks and four of the eight setback requests would have met the criteria for the administrative
variance process.

Option 2. Table action on the second reading and adoption of the ordinance if additional
information is needed to render a decision as to the approval or denial of the amendment.

Option 3. Deny the second reading and do not adopt the ordinance. Denial would serve to
perpetuate the status quo.

The Planning Commission and Staff recommend Council approve the second reading and
adoption of Ordinance 725 because the administrative variance approval process would be
beneficial to residents and Staff. Allowing Staff to approve certain variances would significantly
shorten the period of time that a resident has to wait for approval and would decrease the
amount of Staff time spent on the case.

Respectfully submitted,

Kristin Prososki
Planning Associate

Attachments:
1.
