Mounds View City Council January 26, 2004 <br />Regular Meeting Page 13 <br /> <br />Mayor Linke reported that he had the pleasure of going to the music of the night at Irondale and 1 <br />caught some of the danceline competition. 2 <br /> 3 <br />B. Staff 4 <br /> 5 <br />(1) Police Department 6 <br /> 7 <br />Chief Sommer provided an overview of his report from September through December 2003. 8 <br />There were 358 cases assigned to the investigators. He then outlined the type of cases. 9 <br /> 10 <br />Mayor Linke noted that administrative offenses are up this year and he is happy to see that 11 <br />because that is money that comes to the City. 12 <br /> 13 <br />Council Member Marty indicated he would like to look at it more than looking at money coming 14 <br />into the offers but as giving officers more leeway in writing tickets. It is also a benefit to the 15 <br />residents because administrative offenses do not go against their driver’s license. 16 <br /> 17 <br />Mayor Linke commented that the last quarter of 2003 had over one third of the fraud and theft 18 <br />reports. 19 <br /> 20 <br />Chief Sommer summarized the year-end statistics for Council. He then indicated that the school 21 <br />resource officer at the Middle School has informed him that the remodeling of the building has 22 <br />enhanced security throughout the building. 23 <br /> 24 <br />Chief Sommer indicated that the dare officer conducted compliance checks within the City for 25 <br />alcohol and tobacco license holders. Two out of the eight alcohol failed and only one tobacco 26 <br />license holder failed. Those businesses were fined. 27 <br /> 28 <br />Chief Sommer indicated the City was awarded a grant through safe and sober to pay officers 29 <br />overtime to work extra shifts for additional traffic enforcement. That detail has paid out $2,612 30 <br />in overtime and 102 vehicles were stopped. 31 <br /> 32 <br />Chief Sommer indicated the search for records management is complete and it appears that the 33 <br />City will go with the St. Paul police system along with the other Ramsey County suburban police 34 <br />forces. 35 <br /> 36 <br />Chief Sommer indicated that the 800 MGHz system is scheduled to be in place by Summer of 37 <br />2005. 38 <br /> 39 <br />Mayor Linke asked what the cost would be. 40 <br /> 41 <br />Chief Sommer indicated the hope is that there will be minimal cost to the City because there is 42 <br />supposed to be grant funding to cover the costs of the equipment required. 43 <br /> 44
