Mounds View City Council February 23, 2004 <br />Regular Meeting Page 11 <br /> <br />Finance Director Hansen indicated that the users of three units or less were mostly single family 1 <br />homes and a few townhomes. He then said that the apartment buildings usually have one meter 2 <br />for the entire building so it would be difficult to break those down. 3 <br /> 4 <br />Council Member Quick asked whether the Staff recommendation would generate enough to 5 <br />support the system. 6 <br /> 7 <br />Finance Director Hansen indicated that it would because there is still a fixed amount of $21.00 8 <br />per quarter and the variable rate was to pay for the bill that the City gets from the Metropolitan 9 <br />Council for wastewater treatment. 10 <br /> 11 <br />Council Member Quick indicated that he switches his support to the three unit minimum as 12 <br />recommended by Staff. 13 <br /> 14 <br />Finance Director Hansen explained that Staff would not be able to enter all the information 15 <br />quickly enough to meet the effective date for January 1, 2004 on May bills so the effective date 16 <br />would need to be April 1, 2004 for bills received in August. 17 <br /> 18 <br />Council Member Marty asked for clarification on charges for Laundromats and car washes. 19 <br /> 20 <br />Finance Director Hansen indicated the information was added to the Ordinance but that is the 21 <br />way they have been billed all along and it is billed on a per residential equivalent connection. 22 <br /> 23 <br />MOTION/SECOND: Marty/Stigney. To Waive the Reading, Approve the Second Reading and 24 <br />Adopt Ordinance 729, an Ordinance Setting Sanitary Sewer Rates for Service in the Year 2004 as 25 <br />Amended. 26 <br /> 27 <br />ROLL CALL: Linke/Quick/Marty/Stigney/Gunn. 28 <br /> 29 <br /> Ayes – 5 Nays – 0 Motion carried. 30 <br /> 31 <br />Council Member Quick told the Mayor that in the future when there is a personal attack made he 32 <br />expects the Mayor to gavel that person down because they are totally out of line and next time he 33 <br />intends to ask for a censure. 34 <br /> 35 <br />D. Resolution 6195, a Resolution Authorizing Severance Payment for 36 <br />Reed Krogh 37 <br /> 38 <br />MOTION/SECOND: Marty/Quick. To Waive the Reading and Approve Resolution 6195, a 39 <br />Resolution Authorizing Severance Payment for Reed Krogh. 40 <br /> 41 <br /> Ayes – 5 Nays – 0 Motion carried. 42 <br /> 43
