<br />Item No: 8C <br />Meeting Date: March 22, 2004 <br />Type of Business: CB <br />Administrator Review: ____ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Kristin Prososki, Planning Associate <br />Item Title/Subject: Summary of PUD Amendment Request to Add <br />Religious Institution as a Permitted Use on the <br />“Building N” Parcel at 5145 Program Avenue <br /> <br />Summary: <br /> <br />Tonight the Council is asked to set a public hearing on April 12, 2004 to hear a request for <br />a Planned Unit Development (PUD) amendment. Bethlehem Baptist Church is requesting <br />an amendment to the “Building N” PUD to add religious institution as a permitted use. <br />Bethlehem Baptist Church (BBC) has a signed purchase agreement with Michael <br />Investments, the current owner of “Building N”. The site contains 6.89 acres and the <br />existing building is 69,167 square feet. The building has been partially vacant since it <br />was constructed five years ago. Although a formal PUD Agreement does not exist, Staff <br />reports and other records indicate that the PUD was to be used as office/flex, with <br />possible uses being office, laboratory, production, high tech assembly or storage uses. <br /> <br />“Building N” is located within Tax Increment Financing (TIF) District #1. Financial issues <br />regarding the potential for a non-profit to locate in a TIF district will be addressed at the <br />March 22 and April 12, 2004 Economic Development Authority meeting. <br /> <br />This item was brought before the Planning Commission at the March 3 and 17, 2004 <br />meeting.
