This <br />is done as part of the Joint Powers Agreement the City of Mounds View has with <br />the City of New Brighton. <br /> <br /> <br />Discussion: <br />On March 5, 2004 bids were received for the 2004 season. The bidding process <br />is set up to differentiate between two operational scenarios: one whereby vehicle <br />and equipment access is available to the site where the trees to be removed are <br />located, the other for cases where access with vehicles is not possible. <br /> <br />A total of two bids were received. A summary of the quotes follows: <br /> <br />Company Bid (with access) Bid (without access) <br />Miller Tree Service $18.00 / diameter inch $16.00 / diameter inch <br />All Tree Service $15.00 / diameter inch $30.00 / diameter inch <br /> <br />The low bidder for trees with access was All Tree Service with a bid of $15.00 / <br />diameter inch. The low bidder for trees without access was Miller Tree Service <br />with a bid of $16.00 / diameter inch. Miller Tree Service has successfully <br />completed contracts for Mounds View in the past and possesses the required <br />equipment and personnel to do the work. All Tree Service, while smaller, has <br />been acquiring better equipment of late and should be able to complete the <br />required removals of the easier boulevard and front yard trees. Both firms will be <br />monitored closely for deadline and technical tree removal requirements as stated <br />in the contract and agreement papers. <br /> <br />Precision Tree Service was the low bidder for sites with access in 2003 with a bid <br />of $11.00 / diameter inch. Miller Tree Service was the low bidder for sites without <br />access in 2003 with a bid of $15.68 / diameter inch. Precision Tree Service did <br />not submit a bid this year.
