Item No. 8F <br />Meeting Date: April 12, 2004 <br />Type of Business: CA <br />WK: Work Session; PH: Public Hearing; <br />CA: Consent Agenda; CB: Council Business <br />City Administrator Review _______ <br /> City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Greg Lee, Director of Public Works <br /> <br /> <br />Item Title/Subject: Resolution No. 6223 Authorizing the Preparation of a <br />Preliminary Feasibility Report and Consultant <br />Selection for the Hidden Hollow Street and Utility <br />Installation Project <br /> <br />Background: <br />For the last several months the City has been working with Pro Craft <br />Development LLC, to develop parcels of land owned by the City and private <br />citizens that are located south of County Road H2, west of Knollwood Drive and <br />north of Woodale Drive. <br /> <br />Pro Craft Development, LLC has submitted a preliminary plat along with grading <br />and utility plans for review by the City. <br /> <br />Discussion: <br />Preliminary Report - The first step in a public improvement process is the <br />preparation of a preliminary engineering report. It is recommended that the <br />preliminary report be ordered at this time to determine the need and feasibility, <br />both physical and economic, of providing the necessary public improvements. <br /> <br />As of April 7, 2004, Pro Craft Development, LLC has not executed a petition for <br />public improvement. The petition is necessary in that it requires the developer to <br />submit financial security to the City to ensure that the City will be reimbursed for <br />fees associated with creating the report. Therefore, authorizing a preliminary <br />feasibility report should be contingent upon the execution of a petition for public <br />improvement and submittal of financial security. <br /> <br />Consultant Selection – There are several engineering consultants within the <br />City’s “consultant pool” from whom services could be obtained. Staff <br />recommends that the Council retain the services of the engineering firm of <br />Bonestroo, Rosene, Anderlik, and Associates (BRAA) to assist in the preparation <br />of the preliminary engineering report and other aspects of this project, as directed <br />by City Council. <br />
