In addition to the significant discussion surrounding the “zoning” of the <br />Building N property, there remains the issue of the Comprehensive Plan. Comprehensive <br />Plans are guiding documents that provide the framework for land use and development in a <br />city. The land use designation for the Building N site is “Light Industrial” which is defined as <br />follows: <br /> <br />“Land used primarily in the manufacture, processing, fabrication, assembly, <br />packaging, incidental storage, sales, and distribution of predominantly previously <br />prepared materials, finished products or parts. Light industrial uses would <br />typically have all processing within buildings, require limited exterior storage, <br />generate limited amounts of truck traffic, and be free of hazardous or <br />objectionable elements such as noise, odor, dust, smoke, glare or other <br />pollutants. Examples include greenhouses, food and drink processing plants and <br />storage, light manufacturing and assembly, small machine and tool and die <br />shops, flex industrial centers, mini-warehouses, and research and development <br />facilities.” <br /> <br />Churches, along with educational uses, governmental activities, hospitals and others, are <br />included with the “Institutional” designation. <br /> <br />Service Fund. BBC has approved an annual $25,000 Mounds View Service Project Fund as <br />a means to formalize its commitment to the Mounds View community. The fund would be <br />used to support projects or activities consistent with BBC’s mission and values. BBC <br />proposes a joint committee to oversee the fund consisting of an equal number of city and <br />church representatives. This committee would determine what projects or activities would be <br />funded, and in the event that a consensus could not be reached, BBC indicates that a <br />default project or activity could be identified for funding. BBC has been in contact with the <br />YMCA, the school district and other service organizations in the community and is preparing <br />a list of “needs” that others have identified, however because the church does not yet have a <br />full understanding of these needs, they propose that the City simply identify items noted in <br />the Park Needs Analysis report for funding. BBC also proposes to increase their contribution <br />to this fund by 2% each year such that in ten years the annual balance would grow to <br />$30,000. It should be noted that the church reserves the right to make contributory <br />adjustments to this fund if community or church circumstances change significantly. This <br />means the fund could be increased or decreased at their discretion. <br /> <br />Economic Development Donation. As discussed at the April 12th meeting, BBC remains <br />committed to providing the City with a $5,000 “gift” in recognition of the administrative fees <br />that would be lost if the church bought the building. It would be the church’s desire to have <br />those dollars expended to support economic development activity in the City, and to that <br />end, staff suggested that the dollars be placed in the EDA fund. Similar to the Service <br />Project Fund, BBC would increase this amount by 2% each year. While it is our <br />understanding that the Service Project Fund would be maintained in perpetuity, the <br />Economic Development contribution would terminate in the year 2014.
