Item No. 9E <br />Meeting Date: April 26, 2004 <br />Type of Business: CA <br />WK: Work Session; PH: Public Hearing; <br />CA: Consent Agenda; CB: Council Business <br />City Administrator Review _______ City of Mounds View Staff Report <br /> <br /> To: Honorable Mayor and City Council <br />From: Greg Lee, Director of Public Works <br /> <br />Item Title/Subject: 2003 Street Improvement Project <br /> Resolution No. 6232 <br /> Set Assessment Hearing Date of May 24, 2004 <br /> Authorize the Advertisement for the Hearing <br /> Declare Cost to be Assessed <br /> Order Preparation of Proposed Assessment <br /> <br /> <br />Background <br />On October 13, 2003, the City Council approved Resolution No. 6109 authorizing the <br />preparation of plans and specifications for this project. <br /> <br />On January 26, 2004, City Council adopted Resolution No. 6166 approving the <br />feasibility report and setting a Public Improvement Hearing date of February 23, 2004 <br />for the 2003 Street Improvement Project – Phase I. <br /> <br />On February 23, 2004, City Council adopted Resolution No. 6185 holding a Public <br />Improvement Hearing and Ordering the 2003 Street Improvement Project. <br /> <br />On March 22, 2004, City Council approved the plans and specifications, authorized to <br />advertise for bids, established a Bid Date of April 22, 2004, approved and authorized <br />the execution of a Joint Powers Agreement with the City of Spring Lake Park, and <br />authorized the acquisition of easements (if necessary) for the 2003 Street Improvement <br />Project. <br /> <br /> <br />Discussion <br /> <br />Bidding Issues <br />Bids for this project were received on April 22, 2004. The apparent low bid was in the <br />amount of $1,574,804.21 this compares to the engineer’s estimate of $1,726,000 (8.8% <br />decrease in price). The apparent low bid for Bid Alternate No. 1 (Groveland Sidewalk) <br />was $40,234.05 and apparent low bid for Bid Alternate No. 2 (Lakeside Parking Lot)
